Manufacturers: America Wins with Strong Infrastructure

Across the country, leaders and organizations recognize that sustained federal infrastructure investment is critical to keeping America competitive. The National Association of Manufacturers (NAM) is amplifying this urgency with its “Building to Win” campaign, urging Congress to reauthorize federal highway programs before their September 30, 2026 expiration and deliver reliable, long-term funding. NAM’s policy roadmap calls for strengthening the Highway Trust Fund, modernizing multi-modal supply chains, investing in water infrastructure, and reforming permitting to accelerate projects. By aligning with the Department of Transportation’s priorities, NAM and manufacturers nationwide are helping build the case for Congress to act decisively on these shared funding and modernization needs.

The NAM’s policy roadmap outlines four pillars for a robust surface transportation reauthorization:

  • Continuing robust investment levels for federal infrastructure, including by developing long-term solutions for Highway Trust Fund solvency

  • Strengthening supply chains across transportation modes

  • Investing in water infrastructure that will support manufacturing growth and public health

  • Reforming burdensome permitting laws and regulations to ensure federal infrastructure investments are made efficiently and responsibly
